Let's saaaay this happens on a beach somewhere in Pixarland.

"Duuuude."
"Ahh! A talking turtle!"
Squirt laughs. "And you're a talking person, right? It's totally cool, dude!"
And just like that, Russell is searching for a turtle collar, cocking his head and bending forward like Kevin might've done once.
"Hey - what are ya doin'?"
"Uhh. A collar. See, my dog has one so he can talk," Russell explains, straightening slightly. "So I thought maybe you have one too."
But before Russell can say anything else, Squirt announces (quite cheerfully): "Whooa, watch it dude! A wave's comin'!"
And with a big SPLASH! it doesn't matter that turtles can talk without collars - it's enough work having to stay afloat.
